Sinop’un Ayancık ilçesindeki selde yıkımı artıran tomruk deposunun eski kaymakam Çağlayan Kaya tarafından kaldırılmak istendiği ancak kendisine yöreden tepkiler geldiği için kaldırmadığı ortaya çıktı.
Sinop’un Ayancık ilçesindeki sel felaketinde 9 yurttaş yaşamını yitirdi. Olayda ihmaller zincirleri sorgulanırken dikkatler en çok izinsiz kurulan ve selin etkisiyle yerleşim yerlerine yağan ‘tomruk deposunda’ toplanmıştı. İsmail Saymaz’ın Halk TV’de yayımlanan haberinde ise felaketin nasıl ‘geliyorum’ dediği bir kez daha gözler önüne serildi.
Selin vurduğu Ayancık ilçesinin eski Kaymakamı Çağlayan Kaya, beş yıl önce Orman İşletme Müdürlüğü’nün derenin kenarında izinsiz şekilde tomruk deposu kurduğunu tespit etti.
Kaya, selde yıkıcı etkiyi arttıracağı için depoyu dağ yamacına taşımak istedi. Muhtarlar ve köylüler “Kaymakam ekmeğimizle oynuyor” diye ayaklanınca Kaya, tayinini istedi. Dört yıl sonra bugün, Kaya’nın öngördüğü üzere, derenin kenarındaki tomruklar felakete yol açtı.
Kaya, “Dediğim şekilde müdahale edilse üç köprü, pazar yeri ve sanayi sitesi yıkılmazdı. Tomruklar hasar vermezdi” diyor.
SEL RAPORU
Sel felaketi üzerine kendisine ulaştığım Kaya, sorularımı yanıtladı. Ayancık’ta göreve başladıktan sonra dere kenarları ve yatağına yapılmış 12-13 yapıyı tespit ettiğini ifade ederek, şunları söylüyor: “Ayancık’ta sel riski olan bölgeleri tespit ettim. Dönemin valisine rapor olarak götürdüm. 1963’te Ayancık tamamen bitmiş selden. Daha sonra 70’lerde, 81’de, 92’de ve 2012’de sel olmuş. ‘Binaların kaldırılması lazım. Risk içeriyor. Selde yıkıcı etkiyi arttıracak’ dedim. Burada tomruk deposu da geçiyor.”
TOMRUK DEPOSU İZİNSİZ YAPILMIŞ
Kaya, valiye raporu sunduktan bir ay sonra Yenikonak’ta bulunan tomruk deposunda toplantı yaptığını vurgulayarak, şöyle konuşuyor:
“Dedim ki siz dere yatağına tomruk deposu yapmışsınız. Neye göre yaptınız, belgesini çıkarın. Belge çıkaramadılar. Ne Devlet Su İşleri’nden izin almışlar, ne Acil Afet Durum Genel Müdürlüğü’nden, ne de valilikten… İzin yok. İşin tuhaf yanı: 2012’de sel geçiriyor Ayancık. Adamlar 2014’te tomruk deposunu izin almadan koymuşlar. Bunun üzerine ‘Dağ yamaçlarında ağaçların az olduğu yerler tespit edelim, depoyu taşıyalım’ dedim. Üç yer tespit ettim.”

Bu toplantıdan sonra eve gidince art arda telefonunun çaldığını kaydeden Kaya, şöyle devam ediyor:
“Orman İşletme Müdürü; köylüleri, çalışanları ve muhtarlara ‘Kaymakam ekmeğinizle oynuyor, tomruk deposunu Boyabat’a taşıyacak’ diyor. Her gelene anlatmak zorunda kaldım. Dayanamadım. İki gün sonra 71 muhtarı toplayıp görüntülü brifing verdim. 2012 yılının sel felaketi, 1963 yılının fotoğrafları… Dedim ki, tomruk deposunu Boyabat’a taşımayacağız. Yenikonak’ın göbeğine, selin olduğu yere izinsiz tomruk deposu yapılmış. Yerini de gösterdim. ‘Tam dağ yamacındaki bölgeye taşıyacağız’ dedim. Ayancık’ın ekmeğiyle niye oynayalım? İkna edemedim. Kaya, Eylül 2018’de tayin istediğini, Bolu Vali Yardımcısı olduğunu anlatarak, şu bilgileri veriyor:
“Tayin isteme sebeplerimden biri de bu tomruk deposu hadisesinde bana yapılanlardı. İkincisi, tomruk deposunun gerisinde kumluk yolu var, 8-9 köyün ilçeye gelmesini sağlayacak bir yerdi. Bunu da dere yatağına yapmak istediler. Muhtarlar siyasileri ve valiliği sıkıştırdı. ‘Yol istiyoruz’ dediler. Vali beye ‘Bu dere yatağına yapılırsa en küçük selde gider’ dedim. Depo meselesinden tavırlılardı. Bunu da söyleyince her şeye karşı çıkıyor gibi algı oluştu. Tayin istedim. Tayin istememin yüzde 80’i bu nedendendi.”

Kaya, tomruk deposunun taşınması halinde bu facianın yaşanmayacağını savunarak, şöyle diyor: “Dediğim şekilde müdahale edilse üç köprü yıkılmazdı. Derenin kenarındaki pazar yeri ve sanayi sitesi yıkılmazdı. İlçe merkezine tomruklar girip binalara hasar vermezdi. Bu çalışmalarımızın hepsi kaymakamlığın arşivinde mevcut.
