Gıda, Tarım ve Hayvancılık Bakanlığının”Kenevir Yetiştiriciliği̇ ve Kontrolü Hakkında Yönetmeliği” Resmi Gazete’de yayımlanarak yürürlüğe girdi. Kenevir yetiştiriciliğine getirilen düzenleme ile bu ürüne bağlı uyuşturucu madde üretiminin engellenmesinin sağlanmasına yönelik izinli ve izinsiz kenevir yetiştiriciliğine dair yapılacak işlemlere ilişkin usul ve esaslar belirlendi.

 

Kenevire bağlı uyuşturucu madde üretiminin engellenmesinin sağlanması için izinli ve izinsiz kenevir yetiştiriciliğine dair yapılacak işlemlere ilişkin usul ve esasların belirlendiği yönetmeliğe göre, izinli kenevir yetiştiriciliği Amasya, Antalya, Bartın, Burdur, Çorum, İzmir, Karabük, Kastamonu, Kayseri, Kütahya, Malatya, Ordu, Rize, Samsun, Sinop, Tokat, Uşak, Yozgat ve Zonguldak illerinde ve bu illerin bütün ilçelerinde yapılabilecek, bu illerin dışında kenevir yetiştiriciliği yasaklandı.

 

İhtiyaç hallerinde kenevir yetiştiricilik bölgelerini azaltmak veya çoğaltmak için Bakanlık yetkili kılındı. Bu kapsamda, Bakanlık yeni yetiştiricilik bölgeleri ihdas edebileceği gibi mevcut yetiştirme bölgelerini de iptal edebilecek.  Lif, tohum, sap ve benzeri amaçlara yönelik izinli kenevir yetiştiriciliği yapmak isteyen çiftçiler, 1 Ocak-1 Nisan tarihlerinde yetiştiricilik yapacakları yerin en büyük mülki idare amirliğine başvuracak.  Kenevir yetiştiriciliği yapan çiftçiler, kamu görevlilerinin yetiştiricilik alanında yapacağı kontrollere yardımcı olmakla, hasat sonrasında esrar elde edilmesini önlemek için kenevir bitkisinin yan dal, yaprak ve çiçek gibi artıkları derhal imha etmekle yükümlü kılındı.

Hangi amaca yönelik olursa olsun izinsiz yetiştirilen kenevir imha edilecek ve konu adli mercilere intikal ettirilecek.
