Anadolu Üniversitesi İ.İ.B .F İktisat Fakültesi’nden 1989 yılında mezun oldu. Askerlik görevini Asteğmen rütbesi ile Mardin’in Kızıltepe ilçesinde Suriye sınırında Karakol komutanı olarak tamamladı. Raks, Universal ve Türküola firmalarında Satış şefliğinden Genel Müdürlüğe kadar çeşitli statülerde çalıştı.
Halen Mali Müşavir olarak meslek hayatına devam etmekte. Milliyetçi Hareket Partisinde 6 yıl Ayancık İlçe Başkanlığı yaptı. Hikmet Çınar, evli ve 1 çocuk babası.
